The German Institute of passive housing (PHI) is an independent research institution, which has played a key role in the development of the concept of passive housing. After nearly two decades of development, Phi has become an internationally recognized authoritative research institution for performance-based building energy standards. In order to ensure the construction quality, Phi has formed a set of strict passive housing certification standard system, and set up three groups of certification for buildings, components and personnel.
